A Starting Point

Take a look at this paper and presentation.  Let's discuss whether or not to use this as a starting point for a community template.

Think of this last document as a living document that serves as a framework for all of your community efforts.  Right now this is collecting Global and local (state) trends.  It can go much deeper into things like, current state, desired state, project lists, assets or networks in each area, measurements of progress, etc. 

Various organizations within a community can 'plug in' their data into this and it can become a framework for all community efforts.
